CITY OF COVINGTON SPECIAL EVENT PERMIT APPLICATION, CHECKLIST
The completed application along with the required attachments is due on or before 45 days prior to the event or 60 days prior for parades. For additional information, City of Covington Code of Ordinances: Division 2. Permit Sec. 10-56 thru 10-62. Special Events License, Sec. 22-38. Article II. Parades, Festivals and Other Special Events, Sec. 86-31 thru Sec. 86-46.
a. Obtain Special Events Permit Packet from: Economic Development Office, ATTN City Special Event Coordinator, 317 N Jefferson Ave, Suite 120

b. Obtain a Certificate of Liability Insurance: An insurance binder naming the city as an additional insured must be attached to the permit application and the insurance certificate must be delivered to the Economic Development office 30 days prior to the event. The insurance policy shall have minimum limits of $1,000,000.00 liability coverage and $1,000,000.00 property damage.
c. Bogue Falaya Park Rental Agreement (if applicable), Economic Development Office
d. Board of Health Permit (if applicable), All vendors selling food items must meet State Health Codes.
e. Special Events Occupational License (if applicable) For other special events, included but not limited to: circus, carnival, traveling show, concert, gun shows, arts and crafts fairs, antique shows - $250 flat license fee required; $10 for each table, booth, tent, or other means of display for sale and/or display of goods, wares, merchandise, food, beverage in licensed event, Economic Development Office
f. Obtain a LA Special Event Permit: Required if alcoholic beverages are served and/or sold. A copy of letter from the City Deputy Tax Collector granting permission to sell alcoholic beverages is required to obtain permit from: State of Louisiana Dept of Revenue & Taxation, Office of Alcohol Tobacco Control

g. Obtain a Fireworks/Pyrotechnics License and Display Permit (if applicable): Office of State Fire Marshall, Ph: (225) 925-4041
h. Map or Description of sight and/or Route of Event (attach to event application): A general diagram of the event/festival/fair area must be submitted with the permit application.
i. Submit completed Hold Harmless Agreement (signed, witnessed, and dated): if applicable
j. Submit Certificate of Liability Insurance:
k. Submit Proof of Police Detail: (985) 892-8500, 222 Kirkland Street. The number of Police Officers required to maintain order and safety shall be determined by the Chief of Police. The applicant is responsible for detail fee. Street closings will be at the discretion of the Chief of Police. Barricade placement during street closing shall be governed by the Police Officers assigned to the detail.
l. Submit Proof of Fire Detail: (985) 898-4727, N. Jefferson Avenue. The number of Fire Department Officials required to maintain order and safety shall be determined by the Fire Chief. The applicant is responsible for detail fee.
m. Submit completed Special Event Application: Economic Development Office
n. Event Site Condition: The event/festival site must be cleaned up and returned to its original condition within 48 hours of event/festival closing. All expenses incurred shall be paid by event/festival holder
IT IS THE APPLICANT’S RESPONSIBILITY TO CHECK WITH THE ABOVE AUTHORITIES ON THE NECESSITY FOR ADDITIONAL PERMITS & LICENSES. UPON CITY APPROVAL, AN EVENT PERMIT FEE OF $10.00 IS DUE APPROVED APPLICATION MUST BE AVAILABLE AT EVENT SITE.

BOGUE FALAYA PARK PAVILLION FEES, RULES AND REGULATIONS
Rental Fees: 4 hour rental $100

Police Officer $25/hr per officer (4-hour minimum)
Churches are not charged a fee if they are located inside Covington city limits: otherwise rental fees are applicable.
Park Hours: 8:00 am 5:00 pm central standard time
7:00 am 7:00 pm daylight saving time
Any alcohol consumed on the premises requires an off duty Covington Police Officer to be present. Contact Capt. Chris Lang, Covington Police Dept., 892-8500
All trash must be picked up and bagged
Crawfish Boils crawfish must be brought in already boiled , shells must be bagged & disposed out of the park
For after park hour events:
10:30 pm Music must be turned down to a lower volume, 11:00 pm Music must be turned off and clean up begun, 12:00 am Park closes - everyone must be out of the park

Failure to abide by these rules and/or the City is required to clean up for your event, will result in the loss of $250 deposit.

Dear Applicant:
Congratulations on your choice to develop property in the Covington Historic District. We appreciate your willingness to fulfill the requirements set forth by the Historic District Ordinance, and hope to make the application process for your Certificate of Appropriateness as easy as possible.
Enclosed is a map of the Historic District, an application for a Certificate of Appropriateness, a copy of the Historic District Ordinance, and a copy of the Downtown Design Guidelines booklet. Please complete the application and return it along with the requested documentation, to the Economic Development Department located in City Hall at 317 N. Jefferson Avenue, Suite 120, by the deadline date to the next regular meeting of the Historic District Commission.
The Commission meets the first Tuesday of each month at 4:30 PM in the St. Tammany Parish School Board Office located at 212 W 17th Avenue. The applicant or a designated representative are required to attend the meeting. A CERTIFICATE OF APPROPRIATENESS APPLICATION CHECKLIST
A Certificate of Appropriateness must be completed and submitted, along with the material indicated below, to the Covington Historic District Commission through the Economic Development Office located in the Greater Covington Center, 317 N. Jefferson Avenue, Suite 120, by the deadline date to the next regular meeting of the Commission. Meetings are currently scheduled for the first Wednesday of each month. The completed application packet must be accompanied by:
a. Photographs of the front, side and rear elevations of the building, if a structure exist on the site.
b. Sketches of the proposed work, a site plan drawn to scale and, where applicable, a full set of plans and specifications indicating the proposed appearance of, and materials to be applied to, the exterior of the building.
c. A narrative describing the proposed work to be done.
d. A color rendering showing the facades of the proposed building and indicating materials to be applied to the exterior of the building. Additionally, the Commission requires that the color rendering illustrating the front façade of the proposed building also show the facades of adjacent buildings.
Note: If Fire Marshall approval or any other circumstance requires any alteration of the exterior of your building after it has been submitted for COA processing, a new application must be made and all materials re-submitted to the Covington Historic District Commission.
The applicant or a representative must be present at the meeting reviewing this application.

The purpose of the Façade Grant Program is to encourage both renovation and repair of existing buildings while at the same time promoting and encouraging new businesses throughout Covington’s downtown historic district.
These funds are provided by the City of Covington and approved and awarded by the Covington Historic District Commission (CHDC). They are meant to serve as a modeling grant incentive program. This program will benefit not only the individual applicant but the entire downtown area as well. The façade grant is a one-time award. The maximum grant allowed for an individual property will be $1,000.00 per fiscal year, and requires dollar for dollar matching funds.
Description of Program
Improvements of the façade or“front of the building” may include: Restoration of storefront, Signage, Awnings, Painting and Lighting
Applications for grants will be considered on a first come, first served basis. Each applicant must submit a preliminary application to the CHDC for approval, and such approved applications will reserve funding for those projects for six months after such preliminary approval is granted by the Commission. Accurate estimates of work to be done must be included on the preliminary applications, and proof of payments, including canceled checks, must accompany any final request for payment of grant funds. A completion report to compare final product to initial request may also be requested.
Material alterations planned to any building within the Historic District must have a certificate of appropriateness from the CHDC (see attached application). Highest priority will be given to those applicants whose completed projects will, in the opinion of the CHDC have the greatest visual impact on the Covington downtown area. If no determination can be made as to impact, priority will be given to those applications with the earliest chronological date. Members of the CHDC and their related interests will not be eligible to receive grants.

Low Interest Loan Information, Eligible Projects
Land acquisition for commercial use. New Construction/expansion/renovation. Machinery and equipment costs. Inventory acquisition. Working capital. Facility development costs (water lines, sewer lines, access roads).
Overall Requirements
Highest priority will be given to projects creating at least one job per every $10,000 in loan funds. Projects will be given 24 months from start-up to develop required number of jobs. A $300.00 closing fee to the City of Covington is required to cover costs associated with recordation and professional services (if loan is approved). No project will be allowed to finance more than 75% of total costs or more than $50,000 from loan pool program. Rates will be 3% in Historic District and 6% elsewhere within the city limits of Covington for loans up to $25,000. For loans greater than $25,000, the interest rate will vary and will be set on a case-by-case basis by the Loan Review Committee. Amortization Period: up to 10 years.

a. Initial meeting with Economic Development Director to determine eligibility and to gain an understanding of the application process.
b. Complete loan application packet.
c. Provide a brief description of the project, including total costs, amount of loan funds requested, purpose of loan and terms requested.
d. Specify number of jobs to be retained and/or created within a two-year period.
e. Loan Review Committee will review application.
f. The applicant will be given notification of loan closing procedure.

c. Legal description of property, if applicable.
d. Credit check.
e. Personal financial statements.

c. Additional information relative to collateral, appraisals, valuations of non-profit assets, and guarantees.
